**No public reuse license is granted. Default copyright applies.**

The 2026-08-21 public-release authorization permits public GitHub display of
the curated first-party release files, but expressly does not authorize a new
license assignment or a legal, rights-ownership, or authorship attestation.
Accordingly, this repository intentionally contains no `LICENSE` grant and
must not be described as open source.

Third-party papers, unlicensed historical census files, mixed-rights archives,
and private source artifacts are excluded. This notice records the release
state; it is not legal advice and grants no rights beyond those supplied by
applicable law and the hosting platform's terms.
